Portales and Roosevelt County Business Incentives: Overview

New Mexico is becoming well-known for its progressive business climate, and Portales is on the cutting edge! We offer some of the best incentives and opportunities in the region. These include the following:

  • Strategic location advantages:

Located on US Highway 70 and close to Albuquerque, Amarillo, Lubbock, El Paso, Dallas, and Denver, as well as Interstate 40, I-10 and the Burlington Northern Santa Fe main line between Los Angeles and Chicago. This mid-continent position and abundance of industrial activity results in competitive back haul rates from Portales to the rest of the continent.

  • Young, educated labor force:

Portales is home to Eastern New Mexico University, the state's third largest university, which provides educated labor and consumers in the local marketplace. ENMU is dedicated to student success and it shows in our local labor force.  Another key characteristic is the abundance of young and older "can do" workers with technical skills involving agricultural, industrial and mechanical equipment operation and repair.

  • Affordable land and labor:

Portales and Roosevelt Count offer large, affordable tracts of land within close proximity to major infrastructure. The overall cost of living in Portales was approximately 84% of the US average in 2008, including homes and commercial/industrial properties. Click here for the Real Estate section!

  • Professional site selection assistance:

The Roosevelt County Community Development Corporation has a nationally-certified economic developer on staff. With over a decade of multi-national business site selection and analysis experience, we will help you find the site that is perfect for your needs!

  • Quality of life:

Portales was recently ranked among the top ten small towns in the Western USA for quality of life based on a combination of education, affordability, climate, walkability, diversity, and other factors. Check out the Quality of Life section for more information!

  • Low property tax:

Portales and Roosevelt County are among the lowest 3% of property tax rates in the USA.

  • Availability of Industrial Park land:

The Portales Industrial Park, located on US Highway 70, offers convenient land and infrastructure at very afforable prices in exchange for local job creation. The City of Portales also maintains additional properties available in exchange for economic development.

  • Local Economic Development Fund:

Qualifed industries expanding or relocating to the City of Portales may apply for direct grants through the RCCDC and the City. Grant award amounds are typically in the five-figure range, with specific award amounts based on the level of employment and investment provided by the expanding business.
